Biography
Matt Mortazavi is a dual-qualified civil engineer and legal support consultant with over 35 years of experience in the construction and infrastructure sector, and more than 13 years of specialized consulting in construction law and dispute resolution. With advanced degrees in both engineering and law, including dual LL.Ms from Osgoode Hall Law School and the University of Toronto, Matt bridges the technical and legal aspects of construction, providing a comprehensive, hands-on perspective for clients navigating complex development challenges. His deep understanding of contract structures, construction standards, and project risk profiles enables practical, execution-focused advice throughout all project phases.
Matt’s extensive construction experience spans projects ranging from $50,000 to $300 million across residential, infrastructure, railway transit, and civil defense sectors. His expertise encompasses construction risk management, forensic investigation, procurement analysis, delay claims, and dispute resolution. He has completed over 80 construction mediations and conducted more than 35 binding arbitrations and adjudications in recent years. Notable engagements include serving as construction project manager for the Corporation of the County of Simcoe’s $273 million project and acting as claims consultant for Toronto Transit Commission’s $240 million construction project.
Matt is a Fellow of several distinguished institutions, including the Chartered Institute of Arbitrators (FCIArb), the Institute of Construction Claims Practitioners (FICCP), and the Asian Institute of Alternative Dispute Resolution (FAIADR). He serves on the board of the Chartered Institute of Arbitrators – Canada Branch and holds the honorary title of Freeman of the Worshipful Company of Arbitrators in the City of London. As a Chartered Arbitrator and Certified Adjudicator, he is regularly appointed to dispute resolution rosters in Canada and internationally, advising both public and private clients on contracts governed by FIDIC, JCT, and CCDC standards.
In parallel to his consulting practice, Matt remains actively involved in academia and policy work. As an adjunct professor since 2013, he teaches construction law at George Brown College and was invited as an expert panelist at the United Nations in Geneva in 2023. This blend of legal, technical, and strategic insight positions him as a leading authority in complex construction matters and international dispute resolution.
