Mortazavi Construction Consulting Inc. is a construction and project management company serving the Greater Toronto Area for the last 35 years. Expanding our services to include Alberta and the United Kingdom, our main focuses include: construction litigation support consulting, construction claims consulting, construction dispute resolution and construction and project management.
We work closely with our clients to meet their project objectives. We have extensive construction management and project management experience in a variety of projects, including health, civil defense, railway transit, residential (low and high-rise) and ICI development projects. To date, scopes of our projects have ranged from small to large-scale projects with construction budgets ranging from $50,000 to $270 million.

Matt Mortazavi has over 35 years of hands-on experience in general contracting, construction, and project management, with specialized focus in construction risk management, forensic construction/engineering investigations, procurement and claims analysis, contract preparation, delay claim preparation and rebuttal, negotiation, and dispute resolution through mediation, adjudication, and arbitration.
He provides his expert services to law firms, public and private sector owners, consultants, sureties, and contractors, offering guidance in general contracting, project delivery, litigation support, and complex construction dispute resolution. Since the early 1990s, Matt has led and supported a wide range of projects in Canada and internationally, including his time as project manager in Singapore, where he successfully managed the construction of the Singapore Civil Defence Academy Camp—the largest of its kind in the world.
Matt holds a Bachelor of Applied Science (B.A.Sc.) and Master of Applied Science (M.A.Sc.) in Civil Engineering from the University of Waterloo, specializing in construction and project management. He also holds two Master of Laws (LL.M.) degrees—one in Global Business Law with a concentration in Construction from the University of Toronto, and another in Energy and Infrastructure Law from Osgoode Hall Law School, York University.
He is a licensed professional civil engineer in Ontario, Alberta, and British Columbia, and both he and his firm, Mortazavi Construction Consulting Inc., are authorized to practice engineering through the Professional Engineers Ontario (PEO), the Association of Professional Engineers and Geoscientists of Alberta (APEGA), and Engineers and Geoscientists BC (EGBC). The firm holds a Certificate of Authorization with PEO and a Permit to Practice with APEGA.
Matt is a highly credentialed dispute resolution professional and member of several prestigious ADR organizations. He is a Chartered Arbitrator with the ADR Institute of Canada, a Qualified and Practicing Construction Adjudicator in Alberta, a Fellow of the Chartered Institute of Arbitrators (FCIArb) in the UK, and a Certified Adjudicator and Fellow (FAIADR) of the Asian Institute of Alternative Dispute Resolution. He is also a member of the Dispute Resolution Board Foundation (DRBF) in the United States.
In addition to his professional practice, Matt has served as an Adjunct Professor at George Brown College since 2013, where he teaches Construction Law and Contracts, and occasionally, Construction Business Management. His teachings cover practical aspects of the Ontario Construction Act, contract law, adjudication, and construction risk.
Matt is a respected speaker and has delivered numerous seminars and workshops on construction law and risk management to government bodies and school boards across Ontario. Notably, he presented “Strategies in Managing Construction Risks from an Owner Perspective” at the 69th Annual Operations Maintenance & Construction Workshop in Ottawa, organized by the Ontario Association of School Business Officials (OASBO).
Beyond his professional and academic commitments, Matt is an active member of the Board of Directors at Toronto French School, Canada’s largest international school, where he served as Chair of the Property and Sustainability Committee overseeing the school’s long-term capital expansion projects. He is also an honorary member and advisor to the Korean Canadian Business Association of North Toronto.
